I would like to open a store online to sell some different things. I have many people interested in it, but I don’t want to put a lot of money into it until I know it’s going to work. Is there a good, reliable web hosting site that is free to start with,and if you like it,can upgrade to premium where you get a domain name, etc?

I want to pay no more than 20.00 a month for a company that will host my website and transfer my domain . I want to remain on the top of search listings as I was in the past.
I have buy a web hosting package but when I ask for "30 DAY MONEY BACK GUARANTEE", they suspend my account with the reason I using null script.
I try to contact them with email saying I will delete my website, and ask for reactive my account, but no reply. I cannot call them as no phone number provided.
What can I do? Now I pay the hosting company for nothing!
How to I make a formal complain to the government or any organization about this?
